Dematerialized vital card: entry into force, deployment… how the generalization of the system will happen in 2023

It has been in your wallet since 1998: the vital card is the essential element for the French to benefit from care in France. Here it is that will undoubtedly invite itself to your smartphones and other electronic devices: a decree published in the official journal on December 28, 2022, related to “inter-regime electronic identification means”, has come today to outline the progressive generalization of “the important e-card” throughout France in 2023. Why is an e-card important?

For several years, the government has been promoting digitization of the vital card. This project is part of a more global framework of dematerialization of administrative tools related to health. In February 2022, for example, Health Insurance launched “My Health Space”, a platform that, among other things, made it possible to control a person’s medical follow-up online.

The dematerialized vital card is part of this strategy. In practice, the card can be presented to your doctor or pharmacy from your smartphone. L’Assurance Maladie justifies this novelty by explaining that now there are “more opportunities that patients have their smartphone with them, so the e-carte vitale is the guarantee of always being able to teletransmission”. The structure also states that the progressive dematerialization of the vital card should be made possible to reduce “errors and rejection of invoices.” Finally, it will be a question of reducing the “risks of manual contamination”.

How does this work?

The insured must first download a mobile application on his smartphone, called “apCV”. In this application, the user will need to include his vital card by downloading it in his application. During a consultation or a purchase in a pharmacy, the user only needs to show his smartphone to his interlocutor. It will be a question of scanning a QR Code or of placing a smartphone on a dedicated reader. This last option is not yet fully functional: not all smartphones are equipped with “NFC” technology.

In this application, it will be possible to find “user data, the national health identifier and data for monitoring the use of the card”. Subsequently, the application will be able to offer “new functionalities” such as “delegating the use of their card to a trusted person.

What about data security?

Health Insurance ensures that the data contained in this application will have “the same level of security as the physical card”. This tool can only store a limited amount of information: “surnames, first name(s), sex or gender, quality (right opening, child, etc.) and the forced attachment organization.” In addition, for users, it is necessary every time to perform “double authentication”: “through the smartphone of the insured and through a personal secret code”, explains Health Insurance.

What timetable for deployment?

This digital tool has already been deployed in 2022 with eight different health insurance funds: Alpes-Maritimes, Bas-Rhin, Loire-Atlantique, Puy-de-Dôme, Saône-et-Loire, Sarthe and Seine-Maritime. This device will be made universal on a national scale this year but the government is giving itself until 2026 to continue the device.

And the material important card?

The authorities do not want to do away with the classic vital card. The National Commission for Computing and Liberties (Cnil) explained that patients can keep the “material” vital card until 2026. However, the order issued by the government explains, that the beneficiaries can only have a vital card ” in each of the two available forms”.
