Schools, sports, culture: major investments in Saint-Germain-en-Laye in 2023

When it comes time to collect their local taxes, many residents of Saint-Germain-en-Laye (Yvelines) who wonder how their money will be used.

€11.34 million was invested this year

Diving into the original budget voted on at the last city council tells us more about the municipality’s choices. It shows that part of the amounts paid by Saint-Germanois will be invested in the pursuit of large projects for the municipality.

For 2023, funds planned to carry out core operations will reach €11.34 million compared to €12.72 million in 2022, i.e. a decrease of 10.83%.

€4.9 million for the Bonnenfant school group

The site that mobilizes the largest sum is the restructuring of Bonnenfant school group. The envelope reached 4.9 M €. It should make it possible to finish the project to create a real Cité de l’Enfance in the heart of the city, the total cost of which exceeds 13 M €.

Representing 3,000 m² of floor space, it will offer reception and educational services from early childhood to the end of primary school. This children’s and parenting service structure will be interconnected and offer shared and modular spaces that adapt to the new uses and needs of families.

Begun in the summer of 2021, the rehabilitation work should be completed by the end of the year. The project required the elementary school to be moved to a temporary site nearby school of Giraud Teulon.

Then, in 2022, the elementary school was rehabilitated to temporarily accommodate the kindergarten. The final stage, which is about to begin, will certainly involve the start of work in the nursery school.

Thanks to the increased reception capacity, in the future City of Childhood must allow the city to “meet the estimated needs of the new eco-district”. The number of classes in elementary school will increase from 9 to 12 for 330 students and from 5 to 7 in kindergarten for 227 students.

Renovation of the Georges Lefèvre stadium

With an expected cost of just over €3 million, the second major investment is the renovation of Georges Lefevre stadium.

The latter is benefiting from a rejuvenation treatment as part of the awarding of the Terre de Jeux 2024 label to the city and its designation as a Games Preparation Center. Note that Saint-Germain-en-Laye will host the Team Great Britain before and during Paris 2024 Olympic Games.

In third position, with 1.6 M €, is the rehabilitation / restructuring of the birthplace Claude Debussy (1862-1918), located at 38, rue au Pain.

The work, which will begin in the first quarter of 2023 and end in the third quarter of 2024, aims to solve functional disorders and open more spaces to the general public “by creating a new offer, surprising in its relation to interpretation of the architecture and culture and natural heritage of the city and invites to discover the work of the musician. »

The birthplace of Claude Debussy is a typical building of the 17th centurye century that winds through the backyard with a listed staircase.

Chasing the Heart of the Origins

The next investment concerns the continuation of Heart of Origins. In 2023, €1 million will be allocated to this planned project on 3.15 hectares located between rue des Lavandières, boulevard de la Paix and the service road parallel to rue Saint-Léger.

This large-scale project responds to the political will to set a strong urban and functional signal in the southern districts of the city. This project should be the center of a policy of neighborhood revitalization and openness to education and culture.

The file provides some important configurations.

A first set consisting of a new Coteaux du Bel Air gymnasium (ex-COSEC) and the new one Debussy regional conservatory (CRD) will be built in a landscaped park on the edge of a valley. The second set will be made up of the new school team of Saint-Léger and the Maison des bridgeurs.

In 2023, project management studies will continue. The building permit will be submitted in January 2023 and the consultation of the companies will be carried out in the second half of 2023. The opening of the CRD and sports equipment is scheduled for the start of the school year in September 2026 and the opening of the school group is scheduled for the start of the school year. from September 2028.

New CCTV cameras

All other remaining large investments are below the €1 million mark.

CCTV will benefit from €350,000 to carry out development work at the urban supervision center (CSU) and install additional cameras.

€150,000 for the participatory budget

€200,000 will be allocated to an IT security plan and €150,000 paid in the participatory budget to support “developments of general interest aimed at improving the living environment, located mainly in public, or municipal facilities. »

In 2022, 9 projects have been implemented thanks to this budget. The last two major investments for 2023 concern the sector of Fourqueux.

€65,000 has been allocated to the Sainte-Croix et Presbytère church in Fourqueux for the continuation of studies before the start of work scheduled for 2024.

Then, 30,000 € are planned for the continuation of studies for the extension works of the cemetery.
